Hë-mêne Ye (/hë/ /ˈmɘne/ [bronze] [dart]) is a subtropical Large City located in Tëmtdêmîmîpíê County, Cemar County, within the Dalandic Empire.

The name Hë-mêne Ye is derived from the Sylvin language, as Hë-mêne Ye was founded by Tshè, who was culturaly Iron Elvish.

Climate

Hë-mêne Ye has a yearly average temperature of 20°C (68°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cool 17°C (62°F). Hë-mêne Ye receives an average of 229 cm/y (90 in/y) of precipitation, most of which comes in the form of rain during the summer. Hë-mêne Ye covers an area of nearly 453 km2 (181 mi2), and an average elevation of 1806 m (5925 ft) above sea level.

Overview

Hë-mêne Ye was founded durring the early 10th century, by Tshè. The establishment of Hë-mêne Ye was somewhat plagued by a lack of willing colonists, leading to Tshè electing to pay people to resettle in Hë-mêne Ye.

Hë-mêne Ye was built using the conventions of Iron Elvish durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Hë-mêne Ye is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Hë-mêne Ye is buildings folow an organic layout of restrictive split-log ties streets whihch gives the city a shape simmilar to a tree, if one views its streets from above. The city is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. The city's exceptionaly well made fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the citys defences.

A look around Hë-mêne Ye is like a look into a broken heart. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need. It’s not malicious. Heads are hung. Eyes are empty. Something truly horrible happened here once upon a time and the city never healed.

Hë-mêne Ye possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.

Hë-mêne Ye has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. The library is open to the public, including the Aether Link.

Hë-mêne Ye has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hë-mêne Ye's natural decorations nor waterways.

Hë-mêne Ye has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Hë-mêne Ye has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Hë-mêne Ye has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Hë-mêne Ye is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Hë-mêne Ye's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..

In Hë-mêne Ye during thunderstorms, with each flash of lightning, everyone sees different monsters from the corner of their eyes.

The Howler near Hë-mêne Ye are known to be quite timid.

Hë-mêne Ye's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves sex to channel Wild Magic energies of tier 3 via proclamations.
